This is a section of the sculpture "Tornado" by the artist Michael Sailstorfer and is on display near the Plaza Hotel as part of the art in the parks program. I believe the sculpture is made of the inner part of tires. You can read more about the work here.

it's a little weird ...
The description says it moves in the breeze! I wonder if anyone has to pump up the inner tubes when they lose pressure in the cooler weather? lol
