This is the statue of Jose Marti the Cuban patriot and author, which is located in Central Park. I believe the flowers were marking the anniversary of his death on May 19, 1895. I'm afraid I don't know much about him.

I know the US's Voice of America broadcast into Cuba, Radio Marti, is named after him.
In grade school, had a Cuban silver quarter from the 1950s with him on it that made a great show and tell item. Informative bio in Wikipedia, found he lived in NyC for a while. As an aside, he was reportedly the grandfather of actor Ceaser Romero.
