According to Wikipedia it commemorates the Union Army soldiers and sailors who served in the American Civil War. It was dedicated on Memorial Day, 1902 and takes the form of a Corinthian temple. That's the Hudson River and New Jersey in the background.

Great night shot & well composed! :-)
Everything works here - the river's reflections, the dark cloud pattern in the last gasp of twilight contrasted with the Monument's illumination and notably the photographer's elevated viewpoint. A great dramatic photo!
